Lifeline is a government benefit program supported by the Universal Service Fund that provides a discount on phone or internet service for qualifying low-income consumers. Lifeline helps ensure that eligible consumers have the opportunities that phone or internet service brings, including being able to connect to jobs, family, and emergency services. Federal Lifeline support credit will be made available to qualifying low-income consumers. Eligible subscribers will receive a credit of $10.00 per month on your monthly NCTC bill.

Qualifying for Lifeline Support

A customer of NCTC that receives telephone or internet service must either have a household income that is at or below 135% of the Federal Poverty Guidelines or participates in one of the following assistance programs:

You can get Lifeline if you (or someone in your household) participate in one of these federal assistance programs:

  • Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps
  • Medicaid
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance (FPHA)
  • Veterans Pension and Survivors Benefit
  • Tribal Programs (and live on federally-recognized Tribal lands)

Show a card, letter, or official document, as proof that you participate in one of these programs when you apply for Lifeline.

If you are requesting Lifeline on the basis of your household income, please refer to the Estimated Income Requirements for a Household at or below the Federal Poverty Guidelines.

Limit: One per Household

You are only allowed to get one Lifeline discount (phone or internet, but not both) per household, not per person.
